Rule (Eric 2026-09-07): push IA → KB unless the client should not know it OR it does not concern them. Prefer MOVE when unsure. **Delete from IA after successful land** to public KB.

## UNSURE

None held for Eric — rule was prefer MOVE. Borderline internal ops (warehouse already-dispatched, alt-fin packs, etc.) were **MOVED**.

## Blockers

- `CopyFromBox` cannot write directly under `T:\I\` (outside local-exec root) — used agent-tools staging + Shell copy for restores.
- Box `/workspace/openai-export/ia-md` and OpenAI vector attachments were **not** pruned (filesystem IA delete only).
- `T:\I\export\process\` was empty — nothing to classify there.
- HTML `.shtml` twins: not generated for ia-promoted in this pass (md-only land).
