# Cool-off / test period waits for correct site power

After dispatch+invoice, if client reports they cannot complete assembly/testing because site power/specs are missing:
- Extend cool-off/test clock until correct power is available — do not start warranty/cool-off fight early.
- Municipal power upgrade timelines (e.g. City of Cape Town 14–21 business days) gate the test.
- Ephraim /callout is wrong framing for “waiting for city power upgrade”; human owns the cool-off note.
