Namibia / NAMLOG collection: clearing forms travel with border tax invoice

For export collects via NAMLOG, client/transporter sends SA+Namibia clearing instruction packs. Ops (April/Cheryl) must complete forms and send with the border tax invoice — do not dispatch paperwork-only or invoice-only.
